Enterprise Architecture Framework in PA
To continue topic of inevitable convergence of PA and business sector let me underline another aspect. It is about enterprise architecture framework. Enterprise architecture framework is a coherent description of organization’s model that encompasses:
- strategic goals of organization
- information and technologies indispensable to meet strategic goals
Enterprise architecture includes:
- business architecture of organization
- data architecture
- application architecture
- technology architecture
The most known frameworks are:
- Zachman Framework – making order with concepts connected with architecture, using a grid model based around 6 basic questions (What, How, Where, Who, When, and Why) asked of 5 nominated stakeholder groups (Planner, Owner, Designer, Builder and Subcontractor
- The Open Group Architectural Framework (TOGAF) – based on architecture management
- Model Driven Architecture (MDA) - paradigm of architecture management based on models
What is applicability of these concepts and paradigms in PA? That is very interesting questions. Worldwide and European best practices show that enterprise architecture can be effective tool for PA and has significant impact on processes managed or connected with PA in both national [central] and local level.
Has time for EAF in Polish PA already arrived?

Based on my experience, enterprise architectures are a big challenge in implementation and maintenance. Are valuable only for big scale and PA is a grate place where should be applied. But choosing of EA should be detail evaluated. Choosing only one EA for whole PA makes PA strong dependent on this architecture and future changes. From other hand choosing more then one EA will increase maintenance cost, but EA will have no strong influence on PA.
I agree. This is a big challenge. However let me underline the following aspects:
It could be assumed that target EA in Polish PA [like FEAF in U.S.] should take advantage of more than one pattern and be a synthesis of best worldwide concepts of enterprise architecture [Zachman Framework, TOGAF, MDA]
It can not be stated at the moment which model of cooperation between units of PA [central vs. federal model] should be applied in Polish PA. Choosing respective model influence costs of operation
Whatever model will be chosen it is extremely important to start building common architecture for eGovernment systems in Poland. Do you think its is possible?
