Internal Web services
Web services are based on open standards of XML family [WSDL, SOAP, UDDI] and constitutes new tool for ICT systems integration. This technology which is as a matter of fact new generation of integration solutions allows to build integrated, coherent and elastic ICT environment For last few years this technology has been enjoying rapid development in private sector and getting more and more popular in public administration. Suffice it to say that European Commission in the framework of IDABC program has recommended in European Interoperability Framework application of web services in PA of member states. It allows PA to make an external communication with any ICT application. There is only one condition: it has to be based on open interoperability standards.
There are first projects in Poland for PA based on web services. They have R&D character and are co-financed by government and Polish ICT business sector

I think, that is another problem in polish PA. Many systems working in the Poland (not the central systems) have old architecture. The systems base on the two layer architecture and mostly they are closed. But now all of systems should enable to PA data interchange and also all of PA systems should be possible to communicate with external world – P2C, P2B. SOA is the right way, but I thing Poland is again late in those changes.
You are absolutely right. Closed, old, backward architecture is a problem. But there is one advantage of this situation. Now we can learn on mistakes made by others. Now we can skip over technologies that seemed to be modern 2-3 years ago but now are out of date. It allows us to spend money on really good and open technologies and concepts. SOA is a good example.
There is one fundamental project in Poland with budget over 200 mln PLN - Rebuilding and modernisation of state registry systems [PESEL 2]. It is going to be financed by structural funds. Unfortunately like always in big IT projects there are significant delays. The project has not event started yet. Time is running away...
